The UK's Public Charge Point Regulations 2023 introduce important requirements for public Electric Vehicle (EV) charge point operators. These regulations are designed to ensure a better and more reliable charging experience for all EV drivers.

Understanding the UK regulations

If you operate rapid chargers (50kW and above) in the UK, the new regulations mandate the following:

  • 99% reliability: Chargers must maintain a 99% reliability rate.

  • Real-time availability: Charge point operators (CPOs) must provide real-time data on charger availability.

  • Clear pricing: Pricing must be clearly displayed in pence per kilowatt-hour (p/kWh).

  • Contactless payment: New rapid charge points must offer contactless payment options.

  • Reporting & publishing: Operators are required to submit annual reports to the government and publish their network's reliability information on their website.

Understanding Uptime and Downtime

Reliability of charging stations expressed as a percentage, it tells us how much of the time a system is actually available and working. The formula for this reliability is as follows:

Reliability % = (M− time exempt)/(M−time exempt)−downtime​×100

  • M: The total number of minutes in a year.

  • Time exempt: The total minutes that charge points are ineligible from measurement (e.g., scheduled maintenance), divided by the number of charge points. This is time the charger is purposefully not available for use.

  • Downtime: The total minutes that charge points are not working (due to issues or malfunctions), divided by the number of charge points. This is unexpected unavailability.

A higher reliability percentage indicates more uptime and less downtime, meaning a more dependable charging network for EV drivers. For the purposes of the UK regulations, rapid charge points are not considered reliable when they are "inoperative" or "out of order" as per OCPI EVSE object statuses.

How Road helps you to stay compliant: Introducing the reliability data export

To help you meet these requirements, we've developed a new data export feature within the Road platform: the Reliability data. This export is designed to provide you with the necessary data to demonstrate compliance with the reliability standards.

What the Reliability export provides:

  • Network overview: The total number of charge points you operated during the calendar year.

  • Exempt time evidence: Evidence for time spent in exempt OCPI statuses.

Key features of the reliability data export:

  • Yearly data: You can select a year for your data export. The data will be presented and exported in a format that allows for easy conversion into a final report.

  • Filtering options: The data export will include only the charging stations that match any applied filters (e.g., AC/DC type). If no filters are applied, the data will cover all locations under your CPO account.

  • Easy Export: The data can be downloaded as a single CSV file.

The Reliability Data Export is available for both provider admins and account admins.

  • For provider admins: You can find this export option in the top right corner of the provider menu under 'Charging Stations' > 'Exports' > 'Export Reliability Data'.

  • For account admins: You can find this export option in the top right corner of the main menu under 'My locations' > 'Exports' > 'Export Reliability Data'.

  • Access: Only users with 'read' permissions and a Business or Enterprise E-Flux by Road package for EVSE controllers can export this data.

This data export is designed to simplify your compliance process, ensuring you have the data needed for both your website publication and annual government reporting.
